Announcement of the Formation and Appointment of Chairpersons and Members of the Disciplinary and Appeals Committees New Regulatory Decisions at the Extraordinary General Assembly of the Basketball Federation Al-Mughaisib: The Disciplinary Regulations were prepared in line with the highest international standards, in full compliance with FIBA rules and regulations, and in close cooperation with the Qatar Olympic Committee Doha – April 14, 2026: The Qatar Basketball Federation held its Extraordinary General Assembly (supplementary session) for the 2025–2026 sports season at the Federation’s conference hall, attended by the President and members of the Board of Directors, the Secretary General, representatives of member clubs, and a representative of the Qatar Olympic Committee. The meeting was part of the Federation’s ongoing organizational and legislative efforts to develop the sport and enhance the efficiency of its institutions. The meeting was chaired by Mr. Mohammed bin Saad Al-Mughaisib, President of the Federation, who opened the session by welcoming attendees and expressing his appreciation for the fruitful cooperation shown by the clubs. He emphasized that this supplementary session builds on the previous meeting and continues a carefully planned institutional path aimed at updating regulations and systems to keep pace with rapid developments in modern sports management, ensuring the highest levels of efficiency and transparency. Al-Mughaisib explained that the process of updating the regulations was not an isolated step but the result of a series of technical and coordination meetings. One such meeting of the Board of Directors included Mr. Ahmed Yousef Al-Darwish, Assistant Secretary General, Mr. Mishal Abdullah Al-Maliki, and Ms. Zahra Majid Al-Zaidan, members of the Board. During that meeting, the proposed amendments were thoroughly reviewed and discussed from legal and technical perspectives before being finalized and presented to the General Assembly for approval. He noted that this step was taken in full coordination with the International Basketball Federation (FIBA) and in close cooperation with the Qatar Olympic Committee, marking a pioneering example of integration between local and international sports institutions. The initiative aims to build a comprehensive system based on the core values of good governance, including integrity, compliance, transparency, sportsmanship, fairness, dignity, proportionality, confidentiality, social responsibility, and financial sustainability—balancing administrative performance with institutional continuity. Al-Mughaisib stressed that the 2026 Basketball Disciplinary Regulations fall within this comprehensive development framework, having been prepared according to the highest international standards and in full alignment with FIBA rules and regulations. This gives the regulations strong organizational and legislative authority, enhancing their effectiveness and contributing to a disciplined and fair sporting environment that supports Qatar’s journey of sporting excellence. He added that the regulations focus on a wide range of strategic objectives, including establishing behavioral and ethical standards in basketball consistent with the fundamental principles of the Olympic Movement, codes of conduct, and integrity charters. They also reinforce transparency and integrity in line with the golden rules of fair play, ensuring the game is protected from practices that could undermine its fairness or credibility. The regulations aim to ensure the effectiveness of the disciplinary system by clearly prohibiting unlawful practices, precisely defining violations, and applying appropriate disciplinary sanctions through clear legal mechanisms that guarantee justice while safeguarding the rights of all parties. Beyond organizational goals, the regulations also seek to strengthen public trust in Qatari basketball by providing a fair and disciplined competitive environment, raising awareness of sports ethics among all participants, building institutional capacity, and encouraging a culture of reporting violations to protect the integrity of competitions. On organizational aspects, Al-Mughaisib explained that the regulations give special attention to governance, with precise definitions of responsibilities and duties, clear prohibitions, and a comprehensive classification of violations and sanctions. They also establish the Disciplinary Committee and Appeals Committee as independent bodies tasked with oversight and enforcement, operating under procedural rules that ensure transparency and fairness in decision-making. He emphasized that the Qatar Basketball Federation is among the first sports federations in the country—after the Football Association—to establish Disciplinary and Appeals Committees, reflecting a commitment to building a modern institutional system based on separation of powers and strengthening principles of justice and governance. The General Assembly also approved the Federation’s new Statutes, representing a milestone in institutional development. Designed to align with the latest international developments and best global practices, the Statutes form part of a comprehensive strategic vision for 2025–2030. They are built on four main pillars: keeping pace with international updates and global sporting requirements, restructuring legal and technical frameworks, codifying procedures to clarify roles and enhance operational efficiency, and ensuring comprehensive governance of the Federation’s main bodies to achieve institutional harmony, integrity, transparency, and sustainability. Al-Mughaisib stressed that adopting the 2026 Statutes is not merely a legislative update but a strategic step toward building a fully integrated institutional sports model capable of meeting future challenges and strengthening Qatar’s position on the regional and international basketball map. He called on all clubs and member bodies to commit to implementing the Statutes and translating their provisions into practical measures that advance the sport and raise competitiveness. For his part, Mr. Saadoun Sabah Al-Kuwari, Secretary General, confirmed that the Federation will organize a series of awareness workshops in the coming period targeting players, clubs, and technical and administrative staff. These workshops will explain the roles of the Disciplinary and Appeals Committees and clarify the mechanisms for applying the regulations to ensure maximum benefit and strengthen institutional awareness across all components of the sport. Al-Kuwari expressed his gratitude to club representatives for their active participation in the Extraordinary General Assembly, noting that such cooperation reflects a shared commitment to supporting the development of Qatari basketball. Following the conclusion of the General Assembly, the Federation’s Board of Directors held a meeting chaired by Mr. Mohammed bin Saad Al-Mughaisib, attended by Mr. Saadoun Sabah Al-Kuwari, Secretary General, Mr. Nasser Ajlan Al-Kaabi, Mr. Mishal Abdullah Al-Maliki, and Ms. Zahra Majid Al-Zaidan, members of the Board. The meeting officially approved the 2026 Basketball Disciplinary Regulations and appointed the heads and members of the relevant committees. The meeting resulted in the appointment of Mr. Amer Saeed Al-Ghafri as Chair of the Disciplinary Committee and Dr. Nouf Abdullah Al-Mahandi as Chair of the Appeals Committee—a step that underscores the Federation’s commitment to establishing a modern oversight system that strengthens principles of justice and transparency, supports sustainable development of Qatari basketball, and aligns with the country’s future sporting ambitions. |
